A The Village Administrator shall be the chief administrative officer of the village and shall be responsible to the President and Board of Trustees for the administration and operation of the affairs and all of the departments of the village. B He or she shall attend all meetings of the Board of Trustees unless excused therefrom by the Board of Trustees. He or she shall have the privilege of taking part in the discussion of all matters coming before the Board of Trustees and shall be entitled to notice of all meetings, regular and special, of the Board of Trustees.
C He or she shall make investigations into the affairs of the village or any department or division thereof and shall investigate all complaints in relation to matters concerning village services and village administration.
D He or she shall devote his or her entire time to the discharge of official duties. E He or she shall be responsible to respond to and advise the Village President and Board of Trustees on issues affecting any and all aspects of the village to the best of his or her ability and competence.
